In a shocking revelation, the Internet Watch Foundation (IWF) has reported that over 90% of child sexual abuse imagery circulating on the internet is now self-generated. This alarming statistic marks a significant increase of 66% from the previous year, as the foundation uncovered self-generated material on over 100,000 webpages in the last 12 months.
Record Numbers of CSAM
According to the IWF, a record-breaking 275,655 webpages were confirmed to contain Child Sexual Abuse Material (CSAM), reflecting an 8% rise. Of particular concern is the discovery of self-generated content featuring children under the age of 10, with some as young as three years old. Shockingly, a fifth of this material was categorized as causing “category A” harm, indicating the most severe forms of sexual abuse.
Susie Hargreaves, the CEO of the charity, acknowledged that the increase in identified imagery may partially result from improved detection methods. However, she emphasized that their ultimate mission is the elimination, not just detection, of child sexual abuse. Hargreaves expressed dismay at the fact that children are coerced or tricked into engaging in explicit activities, with their content being shared on abusive websites.
This data has reignited a debate on end-to-end encryption, with the UK government, supported by the IWF, renewing its attack on this privacy feature. The rise in reported incidents has prompted concerns about Meta’s plans to enable end-to-end encryption for Messenger, potentially hindering efforts to combat the sharing of CSAM on its platform.
Hargreaves criticized Meta and Apple for what she termed as baffling decisions. She raised concerns about the impact of end-to-end encryption on detecting and preventing the spread of abuse imagery; particularly when Meta reported 20 million incidents to the National Center for Missing & Exploited Children (NCMEC) in 2022. The fear is that such reports may be lost if end-to-end encryption is implemented.
